I have a member that we have banned twice, and he keeps making new accounts, and is able to post.

How can I ban him for good?

It's almost impossible to do this. You could try moderating new members for a while until he finally gives up.

I've never used that feature...How does it work?

Admin CP -> vBulletin Options -> User Registration Options -> Moderate New Members -> Yes

Then you will need to approve all new registration before they have access to the forums. You approve these in the Admin CP.
