3.0.3 install error - line 109

I'm getting an error when I attempt to install a fresh copy of VB 3.0.3. I had a previous install of VB 2, but I removed that (it was a big experiment, nothing valueable lost) and dropped the database from MySQL. So I thought I'd get a fresh start with VB3.

"Warning: open_basedir restriction in effect. File is in wrong directory in sys:/apache/intranet/forums/install/installcore.php on line 109"

Line 109 makes reference to the config.php file, which has been modified correctly and is located in the correct place (/includes/), so I'm not sure what's wrong. Being famished for food doesnt help either, so I'm going to grab some food and I'll be back. I'm sure it's a trivial problem . Any insight is greatly appreciated.

BTW, I'm running Apache with:
MySQL version 4.0.18
PHP version 4.2.4

You have open_basedir restrictions on your server. You need to create a directory, chmod it to 777, and then set the "Safe Mode Upload Directory" option in the control panel to point to that directory. You will need the full directory path to it.

Or if you can simply turn safe_mode off in your /etc/php.ini file.

It's not safe mode that is on in php.ini - it's open_basedir that is on.

Good chance if you have not been able to install it yet you need to reupload the files as they are either missing or not complete.
