This means that user is waiting to be approved. You can approve users in the Mod CP.

It is at Admin CP -> Forums & Moderators -> View Permissions -> (it's one of the groups to the right)

what does it mean by "awaiting moderation"?

mean that COPPA Users need a moderator present in order to do something?
