You need to edit the Background attribute of the corresponding CSS class in your:
Admin CP -> Styles & Templates -> Style Manager -> Main CSS (in the menu)
An example of a Background attribute that uses a background image is:

If I have an image as a background, what do I need to add to css_additionals.css to make everything above the background scroll over the background?
