That link doesn't go to a vBulletin forum.

This forum uses the default vBulletin templates. You can make your forums look like this forum by using the default templates.

The forum structure on this forum looks like this:

        vBulletin Announcements and Discussions (category)
        - vBulletin Announcements (forum)
        -- Jelsoft eBulletin Archives (forum)
        - Announcements Discussions (forum)
        vBulletin Sales (category)
        - vBulletin Pre-sales Questions (forum)
        vBulletin 3 (category)
        - vBulletin 3 Suggestions and Feedback (forum)
        - vBulletin 3 'How Do I' Questions (forum)
-- vBulletin 3 Quick Tips and Customizations (forum)
        etc...

You can make a category by setting the Act as Forum setting to No for a forum in your:

Admin CP -> Forums & Moderators -> Forum Manager -> Edit Forum

This forum also has the following settings:

Admin CP -> vBulletin Options -> Forum Listings Display Options

Depth of Forums - Forum Home = 2
Depth of Forums - Forum Display = 2
        Depth of Sub-Forums = 0
