What's the difference between delete and physically delete?

Delete simply marks the post as deleted, but it remains in the database and can be undeleted at any time. It's kind of like the Recycle Bin on your computer... you put files in there (delete the files) but they aren't actually deleted until you empty the Recycle Bin (physically delete).

      Nice.

And can "normal" members see that a message has been deleted?

        It's a group permission:

Admin CP -> Usergroups -> Usergroup Manager -> Edit Usergroup -> Can See Deletion Notices

Is there an easy way for me to stop moderators from being able to "physically" deleting posts but letting them still be able to "silently remove them" and leave a deletion message?

Sorry, just found the answer myself!

Goto the Admin Control Panel > Forums & Moderators > Show All Moderators > and from the group "Post / Thread Permissions" you can turn the option "Can Physically Delete Posts" to Yes or No
