Froce promotion

I have set up a promtion on a forum that as over 100 members. I want to know how to force a promotion that I created.

The promotion that I created is that Registered Member will become Senior Members after 25 posts. After I created it I thought it would promote all those that reached the number of posts needed. Unforuntately it did not.
