The $vboptions[] array does not parse in phrases. If you want to add variable values to phrases you need to specify them in the phrase call in the template.

Refer to the inline help topics for the phrase system:

    Phrases:
vBulletin's phrase system is used to make the templates language-independant. Everywhere there would normally be a hard coded, language-specific phrase there is a variable that parses to the value of the phrase for the language in which the user is viewing your forums. Some phrases will be represented in the templates like this:

    $vbphrase[phrase_identifier]

While other phrases that have variables in them will be represented like this:

    <phrase 1="value for variable 1" 2="value for variable 2">$vbphrase[phrase_identifier]</phrase>

In the above example, the variables {1} and {2} in the phrase "phrase_identifier" will be replaced with the values you see definied in the template.

How do I get it to use a URL instead of just private.php?

I tried $vboptions[bburl] but that just shows up as is.
