Your account has safe_mode set to ON probably. Or the .sql is so big it doesn't fit in the set max time limit for your php/mysql.
You are best of making a .sql backup through shell. Instructions are in the online manual.
If all fails, you can ask your hosting provider to make a .sql dump for you so you can ftp it from your account.
