need info one time and dst settings pls

We have reported this to the Developers. However I am still not able to duplicate this with my account here or on my vB3 test forum. However I live in a non-DST state and have DST turned off in my User CP. We do have it turned on the the Admin CP for these forums.

vB Default time zone:
Default Time Zone Offset: (GMT -8:00) Pacific Time (US & Canada)
Control Panel option is set to PDT also:
UserCP: Edit options: Time Zone: (GMT -8:00) Paficic Time (US & Canada)
The server itself is on PDT time also:
Server time zone: PDT (Sun Apr 4 14:06:04 PDT 2004)
Yet when I am logged into my board, it says I'm (GMT -7:00) Mountain Time.

so how can i change it for when im logged in and for every user logged in becuase for now it says
All times are GMT +1. The time now is 03:37 AM.
when its really 2:37 am

When logged off it will show the time of this setting in the Admin CP:

, the time is now 2:20
when im logged into my forum the time shows 3:20
ehen logged out it shows 1:20
dst is off and times are set to GMT in acpwhat is going on ?
