Is it possible to allow posts in one forum alone, specially designed for posts? ? ?

Yes it is:

Admin CP -> Forums and Moderators -> Forumrights -> Select the rights for the usergroup "Registered" in the forum you would like to open up for polls and -> Set Yes for "Can post polls"
