Under usergroup settings, each group has a setting for "Space (in bytes) that a user's total attachment usage may consume"

PLease explain how this works - and what happens when a member has reached his limit-

When all of a user's attachments total the maximum size then they will not be able to post any new attachments until they delete some of their old ones. Users can delete attachments in their posts as long as they have permission to edit their posts. If you have a time limit on the editing of posts but you want users to be able to delete old attachments then you can enable this option:

Admin CP -> vBulletin Options -> Message Attachment Options -> Allow Deletion of Attachments Beyond Edit Time Limit

Users can manage their attachments in their:

Users CP -> Attachments

OK. Is there a way to provide for automatic deletion of photos after a set amount of time?

That is not a built-in feature. However, this could be done with a custom script running as a Scheduled Task. I recommend posting a request on www.vbulletin.org , the official vB hacking site.
