Problem with Template Feature

I am having trouble with this, when I look in the admin panel under modify template, I see 4 different template sets, Default, New, Test, and Halloween Test, but when I go into my user cp, (or anyone elses for that matter) all I see is default, and Halloween test. Now here is the weird thing, to make changes, I have to make them to the template set called New, or they do not show up, but everyone's usercp says they are using the template set called default. What do you think is the problem, any help would be appreciated.

Each style uses a specific template set. Check that. Also each style can be set to be user selectable or not.
