Which PHP and MySQL ver to use?

I'm getting ready to reinstall my servers with Windows 2003.

My customers are using vBulletin 2.3.2.

What version of PHP and MySQL should I use? Right now I have PHP 4.3.2 and MySQL 3.23.

Is mySQL 4.x safe yet?

Neal, PHP 4.3.3 was released recently, and yes, the 4.x series is safe to use. I use 4.0.15 on a high traffic (250+ max users) board.
