Template Question

On my test VB 2.3.0 on my PC machine I have the following:

Templates
Add | Modify | Search
Add Template Set Download Set
Upload Set
Do <img> Tags

Today I just installed a clean VB 2.3.0 on the server that I've been preparing it for and I have the following:

Templates
Add | Modify | Search
Add Template Set

Is there a setting I'm missing? I'd like to upload the set off my home PC to the server but that option is not available for some reason and I can't find the option if there is one.

The latter is correct. The first one (with 'Upload Set' and 'Do <img> Tags') is from a hack you installed.
