Ok, do you have access to SHH? If so, login using a program such as "putty". Enter your username, press enter, then enter your password and press enter.

When you have sucessfully logged in, upload the .sql file to your ROOT directory, such as /home/username/ NOT /public_html/. Once it's uploaded, run the following query:

    mysql -uUSERNAME -p DATABASE < /home/username/file.sql

Then you will be asked for a password, so enter your databases username password, not your FTP/cpanel login.

If you need anymore help, just ask.

I talked with another guy that said he would run a sql command or somthing like that for me last night but he isn't responding to me anymore. And I made the backup in cpanel.

Your host has 'no clue'? Not a good sign at all.

How was the backup database created?

I tried in cpanel but it gave me an error that said not in a gzip format but it was.

And now I am really starting to get fustrated. This will be the 4th time that a fourm will be messed up because of moving servers. And my forum was really doing good on the last host and I don't want to start all over again. Can someone tell me what other options I have to get this old database up. Thanks.
Installing on the new one should be no problem in cpanel. Just make the current copy called backup.sql or whatever and browse on your computer and "restore" and it should be fine.

There's the ssh method of restoring but that takes awhile.
