yea look in the banning options and it let you ban by ip just enable the banning options and whack his ip in there.
this may not stop him however as he can easily get a proxy and register through that..
there is as far as i'm aware a hack to stop proxy users from registering or seeing your board, but this could stop a lot of other users that conect through a proxy with there isp........ -
You might also want to install this annoyance hack over at vBulletin.org. It just acts super slow for banned users, but normal for unbanned users. So slow posting times, load times. Get's them annoyed but o well
