Hmm, i'm not sure if this is the page your talking about but I do not see an option for mysql config, maybe i'm missing something. here's a pic of my front page.

most likely a control panel phpmyadmin which has those options removed.

pm me the details and i'll see if i can find out the maximuim size.

your hosts max_allowed_packet is only set to 1mb this limits you to 1mb worth of data for attachments. You will have to contact them to increase it.
