What is your server's configuration? Apache, PHP etc. ?

sorry, I have no idea, i'll try and find out - the forum has been working a treat until yesterday, when this happened. what does it mean?

Your host disabled the mail-function which is used by vBulletin to send registration confirmation mails etc.
You can't do anything about this but contact your host and ask him to reenable it.
