Most likely you forgot to upload the new register.php while updating to 2.3.0.

When people try to register I get the following email:

Database error in vBulletin 2.3.0:

Invalid SQL: INSERT INTO useractivation VALUES (NULL,'531','1046674437','81362581',0)
mysql error: Column count doesn't match value count at row 1

mysql error number: 1136
