Yes, when you set up open_basedir restrictions this restricts how PHP can upload files to the server and/or database. Normally this restriction will specifiy a specific directory that's been chmod'd to 777. I've never seen it set to '.' before.

btw I setup that basedir restriction... the restriction stops php from referencing to files outside of its vhost dir.

is php looking for libraries for these uploads elsewhere on the system?

Yes they are stored in the database but it's PHP that does the uploading of the files.

I was under the impression files were stored on the database.. so it shouldn't have to upload to the filesystem at all

You have a weird setting for open_basedir that I've never seen before - a single dot (.). I have no idea what this means. I suggest you ask your host about this and ask them what you need to do to be able to upload files through PHP.

custom avatars do no appear to be working either.

    php info: http://testforum.ozclans.com/phpinfo.php

note that the database that the board connects to is actually on a different server. The database server is running:

    Server version 3.23.51-log
    Protocol version 10
    Connection Localhost via UNIX socket
    UNIX socket /var/lib/mysql/mysql.sock

Do any other upload functions work - custom avatars, avatars and smilies through the Admin CP, etc.? Do you get any error messages when you try these options?

Upload the phpinfo.php file from the 'extras' directory of the zip file to your forums directory. Then post the URL here. This will help us troubleshoot the problem.

Brand you install of vb 2.3.0 on a new database. When you try and post attachments:

"There has been an error with your attempt to upload the file. Please try again, and if the error continues, please contact the administrator"
widgetinstance 262 (Related Topics) skipped due to lack of content & hide_module_if_empty option.
