Uploading Files "Silently" Not Working

My members can't upload files since I moved to my new server. It doesn't give an error, it just doesn't show up. I tried a small file (10 kb) and it didn't work. The URL to my phpinfo.php is:

http://forum.bodybuilding.com/phpinfo.php

Is something not setup correctly? If I need to change anything, please give detailed instructions. My main tech guy is sleeping right now. He works late at night.

File uploads is turned off in PHP. You need to add this line to php.ini then restart Apache:

file_uploads = On
