    We have for example 700 users, but are up to 1400 on the userid for new signups. I'm wondering if there's a way to do a recount so for exmaple if John was number 5 and Mary at number 4 got deleted, that John would now be number 4?

    You could but it would require a custom script. There wouldn't be any functional difference.

          That is such a silly idea! It has no merit and I can see no practical use of the action you suggest.

          Many tables will need to be updated ... you would need to write quite a complex program.

          All your members with a link on their own pages using refererid to link to you will be most disappointed!

          As soon as more users 'deregister' you would probably want to do it again ... right?
