New threads no, respond to existing threads yes

How do I set up a forum from the admin screen so that only an admin or moderator my start a new thread? I'd like to set up one forum in which either the admin or moderator can submit a thread to the forum, but users can then only reply to the existing threads and not create any new threads. I'm sure there's a way to do this, but how?

Admin CP --> Forums & Moderators --> Permissions

Edit your permissions for each forum accordingly.
Especially take a look a 'Can post new threads' and 'Can reply to other's threads'
