Potential Security Breech

I had someone post and according to my settings it should be IMPOSSIBLE to do so (they were not registered and my settings are for NOTHING when not regisitered). The proof can be seen in my settings and the proof is in the post made.

Who do I need to contact to give the details.

This is not good.
