I'm experiencing similar complaints that people aren't able to delete posts. It is NOT universal, but some are consistently unable to use this feature. Here is the error message:

"You do not have permission to access this page. This could be due to one of
    several reasons:

    1. You do not have permission to access the page that you were trying to.
Are you trying to edit someone else's post or trying to access
administrative features? Check that you are allowed to perform this action
    in the Forum Rules.
    2. If you are trying to post, the administrator may have disabled your
account, or it may be awaiting activation."

    That is correct
Otherwise standard members could just browse around and delete whatever they felt like.

They should only be able to delete
    - their individual post (if not the start of a thread)
    - the entire thread (only if they created it)

Maybe ask them to clear their cookies and log back in.

    hummm

The registered members being able to delete "seems" to be already checked

I'll ask the members who they are trying to delete, and I'll get back to you.
