Remove option to not accept PM's

I get frustrated by needing contact members about certain things but they have their PM's turned off.

Therefore I'd like to remove the option to not accept PM's.

How do I ensure all existing users have their option set to allow PM's.

I think I can find the appropraite template places to remove to take away the option.
