possible to add the ability for normal registered users to pick and use a custom user title ?? i know admins and mods can but can normal users do this also??

Admin CP -> Options -> vBulletin Options -> [Custom User Titles]

when custom titles are turned on that automatically applies to normal users... there is an optional exception for admins and mods under that section.

Yep, regular users can do this too.

Go to Admin CP > vBulletin Options > Custom User Titles. Choose Yes to Enable Titles, set the rest of the options as you like, and hit submit at the bottom of the page. They can change them under User CP > Edit Profile.

it is enabled for both, but its not showing up in there profiles under edit profile it only does for mods and admins.. not showing up for regular registered users.

all i can say is to check the conditions of custom title privs in that section and maybe try reverting any User Option Templates that you have customized.

Asendin: there should be CONDITIONS there that you'll need to change...form fields that have numbers in them indicating things like the number of days a user must be registered to use a custom title, or how many posts they need to have. I think setting these both to "0" should do the trick.
