OK I backed up my vbulletin, I want to put it on another server????

I want to change servers, I saved the backup file to my hard drive, I am dumb and dont know what to do next.

Do I install a fresh version of Vbulletin on the new server first and if so how do I get all the info back?

What should I do I have absolutly no idea.
