How to limit new threads only to admin/mods?

I have a Site Announcements forum where I make site related announcements. I want to enable only admin and moderators to be able to start new threads in this forum. But members should be able to post replies and express their views. How can this be done?. I cannot lock the foum because members must still be able to post replies.

In the Admin CP, go to User Groups and Permissions --> Modify Forums. For your Site Announcements forum, select the usergroup you want to edit, then select Use Custom Settings and select the appropriate settings. Do this for the Administerator, Moderators and Registered usergroups
