make calender/public event only moderators and admins

On my board I would like to have a calender master, who should be the only one to enter public events - beside that I would like moderators and admins to have the possibility

Hov do I modify the templates so "public event" only shows up to moderators and admins - and so that users can still make private events?

Each usergroup has a "can post public events" (or similarly named) option -- just set that to on for the usergroups that you want to be able to post public events; off for those who you don't want to be able to post public events.
