Table Width

What files/templates do I change to adjust the table width on the vb board? Would like to shrink all table widths to look right with my header banner.

I put a new banner up and everything works but I would like to place a background color under the buttons. I think I need to put bground color = say 87feca somewhere in the statement below. I think somewhere right before the button information.
