Anyone know how to edit this when the server is elsewhere (going through a hosting company)

You just create a file named .htaccess and put the stuff in that you need and upload it. php.ini is the file that people on shared hosts likely can't edit - .htaccess is almost always able to be used.

If you have shell access then try pico .htaccess when you are in the respective directory. Most of the time files starting with a . are hidden by the FTP client, which can usually be turned off.

Be carefull if you overwrite the .htaccess file - your server/account may have Frontpage extensions you use for other sites or some html - some of the Frontpage config is stored in the .htaccess and if you overwrite it FP doesn't work... on second thoughts, overwrite it!
