    It allows you to open files in ASCII mode.
    Some text editers open files in Binary mode.

        Notepad yes. Word and Wordpad only if you save the file as a text (.txt.) file.

          I would *NOT* open a file, intended to be ASCII, in Word. I really don't trust that program as far as that goes. You should also not open them in a program such as DreamWeaver, FrontPage, or the like.

          Some ASCII editors:
          TextPad
          UltraEdit
          EditPlus
          MetaPad
