How to mass change usergroup?

I have a large number of users in my "Users awaiting confirmation" usergroup and need to move them to "Registered users" group. How do I do this?

For a hack years ago, I turned on new user confirmation by e-mail so all new users would go in the awaiting confirmation group, then I changed the settings for that group so it was the same for the registered users. However, I'm now having a problem with troublemakers signing up with e-mails like [email protected] and it still working because they don't have to confirm their e-mail exists.
