Picture attachments come as part of threads. There is no way to require that threads contain pictures without adding custom code to the files, but you can certainly create a forum for users to post pictures:

Admin CP -> Forums & Moderators -> Add

After you create the forum, go to your:

Admin CP -> Forums & Moderators -> Permissions

Make sure everyone has the Can post attachments permission for the new forum.

IMG code isn't enabled in that forum. To enable it you need to go to your:

Admin CP -> Forums & Moderators -> Modify -> [edit]

Enable the Allow BB IMG Code in posts option.

It's working now.

To add images like that and have them link to different sites would require some custom code. I recommend you post on www.vbulletin.org, the official vB hacking site, about this.
