HTML OFF? Guess again..

In my Forums HTML is set to OFF, but still people are able to use things like

<MARQUEE style="position:absolute;top:1em;left:0">...I was there when Jesus Christ, had his moment, of doubt and pain..._{The Stones, Sympathy For The Devil}</font>

Any idea's how to disable it completely? or where this bug might be?

You may have it off globaly but do you have it off in all your forums?

Then why do you suppose you can't do it on this forum? What version of vBulletin are you using?

Is the MARQUEE tag really a html tag as it is only recognized by Internet Explorer?

Well if HTML is off the message is sent through htmlspecialchars() which will convert the < into &gt; (or whatever it is exactly) which means all commands with < and > will not pe parse by the HTML server.
