parsing vB variables in $header vs. in user created templates

I am trying to get the $forumtitle variable to appear in my header template. I created a custom header template and it appears no problem, however, when I put the exact same template code into the $header (default) template, it doesn't show up.
Does vB parse the $header template differently than others?
Any ideas on how to get around this?
