5.6.4 Patch Level 1 - Missing Files on Upgrade

In regards to this post, when I go to run the upgrade.php it says I'm missing a bunch of files. It seems like it's looking for the entire install folder, but the security patch only includes a fraction of those.

Shouldn't be a full install. What files does it say it is missing?

For anyone else that runs into this notice, it seems that ignoring that message worked.
