In admincp > Attachments > Attachment Storage Type, does it say your attachments are stored in the database or filesystem? If in the filesystem, is that a FULL path, not relative path, listed for the attachments? If it was a relative path, or incorrect path, that could cause the issue you are seeing and you would do best to use your database backup, correct the attachment path, and do that upgrade again.

Please don't PM or VM me for support - I only help out in the threads.

The attachments directory should be above the web root (usually public_html) or users will be able to bypass the permission system and download the attachments even without permissions. So move the directory above the web root and then go to AdminCP > Attachments > Attachment Storage Type, and then choose "Move Items to a Different Directory" and then specify the absolute path in the "Attachment File Path" field.
