includes/config.php.new not located in download

I am getting the following error:

Configuration: includes/config.php does not exist. Please fill out the data in config.php.new and rename it to config.php

I would update config.php.new but the file is not in the zip download.

Found in core/includes. The error message should be updated.

The file is in /core/includes

There is also a config.php in the forum root.

Make sure you have the htaccess file uploaded.
