    I am getting this error while trying to upgrade vbull 5.6.4

    Your web server is prohibiting this step for some reason. If you're on GoDaddy or a GoDaddy reseller, this is common and you'll need to wait 10-15 minutes before refreshing the page.

    Otherwise, you'll need to discuss the issue with your hosting provider. This particular step is importing the themes located in /core/install/themes and adding their HTML and CSS to the database. Your host is probably blocking this even though it is not a security issue. The alternative would be to delete the contents of the /core/install/themes directory but you won't be able to use any of the themes distributed with vBulletin. Only the default style will be available.
