In the AdminCP go to Settings -> Options -> Image Settings. Change your Image Processing Library to GD. Does the upload work then?

      Unfortunately No
      It is already GD

Hmm... The error isn't very informative so it doesn't actually tell me what is going on. Image Processing was a guess. If you're storing attachments in the file system, make sure the directory specified under Attachments -> Attachment Storage Type exists and is writable by the webserver. This usually requires 777 permissions (i.e. chmod 777 directoryname).

If attachments are stored in the database, then I don't know what the error is. You can turn on debug mode to get more information to pass along to us. Or you can upload the image via SFTP and update the titleimage style variable for your style under Styles -> Style Manager. Choose Style Variable Editor from the drop drop and then search for titleimage. Put the relative path (or full URL) to the image in the variable and save the variable.

Attachments are currently being stored in the filesystem at images/attachment

and chmod for attachment set to 777

but error still there specially when user trying to change avatar
even I tried to change user Avatar from admin CP
          I get this error
Image resize failed due to your image library not having support for this image type

While I am sure the image type exist in image library
