Your question is unclear.
Are you referring to usergroups? Give any usergroup permission to "Can Manage Topics" and they should be able to move topics outside the channel the permission is applied to.

Usergroups -> Usergroup Manager. Edit Usergroup and it is a permission. it is located under Moderator Permissions in the list.
Usergroups -> Channel Permissions. Also a channel permission.
