Would you please let me know how to have the 4 more drop down menus under 'Post Settings' as the bottom image?

You need to be have one of the following:

1. Listed as an owner of the group to have those appear.
2. Have the "Can Configure Channel" permission set to Yes for the Groups and child channels in the AdminCP for your usergroup.

but I still have the same process when I create a new Group as below:
