I see it on one site, but not another so it must be a permissions thing?
The problem is both users that are experiencing this are full admins.adktramping ~ my happy place.

Yes. It is omitted based on size. Site Builder doesn't work well on touch screens and doesn't work at all under 1024 pixels wide.
The AdminCP isn't really designed for mobile devices.Translations provided by Google.
