    When I try to change the encoding from the language menu, I get this message that I don't understand ...

    You have defined a location for this language but did not define all the date / time fields. You must define each of those fields using the formatting style provided. Note that this style differs from the format you would use in vboptions for normal date / time fields.
    The message appears when I give it to save the changes.

    You have not provided values for all the fields on that form and in your screenshot. You must do this to submit the form when using a Locale. As the error states.
