Your server isn't allowing the script to do what it needs to do. The web server is returning a 403 error. You need to contact your hosting provider or run the script from the server's command line.

We can't provide server support. We cannot possibly know what is needed, other than the fact that it is a permissions error. To resolve the error, you would need to speak to your host or server administrator.

As Wayne mentioned, you can try running the upgrade from the command line: https://www.vbulletin.com/docs/html/main/upgrade_cli

If it is a stand alone unmanaged server, then it is your responsibility to maintain it and determine what caused the error. Since we have absolutely no information about your server configuration or even what is causing the 403 error, we cannot provide step by step instructions on how to resolve it.

What you need to do is look at the httpd access log on your server and determine why the 403 error was created. Then you need to either...

Edit your server configuration to allow the file to be run from the web browser.

          OR

Run the upgrade.php from the command line - php /path/to/vbulletin/core/install/upgrade.php.

The server settings are reviewed and checked by the Data Center in terms of settings, and they are informed of the script and the server ...
They told me that the problem with the script is not from the server

            Unexpected Text:
             {"errors":[["unexpected_error","invalid_page_url"]]} Script: final
