    If it is a stand alone unmanaged server, then it is your responsibility to maintain it and determine what caused the error. Since we have absolutely no information about your server configuration or even what is causing the 403 error, we cannot provide step by step instructions on how to resolve it.

    What you need to do is look at the httpd access log on your server and determine why the 403 error was created. Then you need to either...

    Edit your server configuration to allow the file to be run from the web browser.

    OR

    Run the upgrade.php from the command line - php /path/to/vbulletin/core/install/upgrade.php.

    We can't provide server support. We cannot possibly know what is needed, other than the fact that it is a permissions error. To resolve the error, you would need to speak to your host or server administrator.

    As Wayne mentioned, you can try running the upgrade from the command line: https://www.vbulletin.com/docs/html/main/upgrade_cli
