It is storage provided by your browser for each specific website. Kind of like cookies by a lot more useful. Since it persists between page loads, we use it to cache phrases for vBulletin. This prevents a large data download with every page load. It also prevents use from pulling this data from the database on every page load. We only have to ask for a phrase if it is missing and then cache it with the other phrases. When you switch or delete a language, some phrases may remain cached and can cause problems like this.
